I'm thinking of incorporating a floating toolbar by using a utility panel with a toolbar on it, but I want it slimmer than 113 pixels for height (and slimmer than 213 wide if I decide on a vertical toolbar).

You can adjust the values in the size inspector of the window. First, specify the values for min width and min height. You'll then be able to set the width and height to those values. Also note that the minimum width is also driven by the window's title. So you may first want to set the appropriate title to use.
