I have never tried this before, but since I'm running TIger on a dual 2GHz G5 as well, I decided to give it a go. I'm on 10.4.1.
I picked a random app in my build results folder, in this case it's a Cocoa app. I opened its Info.Plist with Property List Editor, added a child called "LSMinimumSystemVersion" and left it as a string with value "10.4.5".
I saved the property list and tried to launch it. "You cannot use the application 'Books' with this version of Mac OS X."
