Safari Plugin Install Program

Hello all,

I need to create an install program for a Safari
(webkit) plugin that I have created in cocoa.  I know
how I'd do this on Windows but for the Mac I have no
idea.  The target OS is  Panther.  End users will
download the plugin from the website (I assume) but we
have a requirement for an administrator install.
Anyone have any tips?
