You just have to get the plugin into /Library/Internet Plug-Ins or ~/
Library/Internet Plug-Ins. You could use a custom installer or an
installer product like Apple's Installer.
One great tip I learned about recently (I think in WebKitSDK-Dev) is
that Safari responds correctly to the "navigator.plugins.refresh()"
javascript command. So instead of requiring the user to quit and
relaunch Safari, you should be able to send the javascript to Safari
instead.
