Make sure that's lproj, not lprog.

Not necessary to log out/back in.  Just quit and relaunch your app.

Must be something simple/silly.  You seem to be doing this all within Xcode.
Look inside your product's package and compare it with what you see inside
some other app like TextEdit's package.
