How to display a htm file with top frame?

Hello all, I know I can display a htm with user's browser use [[NSWorkspace sharedWorkspace] openURL:url]; But how can I display the top frame at the same time? The top frame link to a javascript and showed in Safari is file://a.htm#b.htm.
