If I understand properly what you mean by a "contextual menu", then
it is not an "OS plugin", but a Finder plug-in: there is a world of
difference between an OS plug-in (examples of which might be e.g.,
Filter Services or Input Managers) and a specific application one.
Since Finder is (for shame, in the fourth major OS X release!) still
Carbon (and it shows!), its plug-ins have completely nothing to do
with Cocoa.
