If I understand properly what you mean by a "contextual menu", then
it is not an "OS plugin", but a Finder plug-in: there is a world of
difference between an OS plug-in (examples of which might be e.g.,
Filter Services or Input Managers) and a specific application one.
Since Finder is (for shame, in the fourth major OS X release!)
still Carbon (and it shows!), its plug-ins have completely nothing
to do with Cocoa.
Actually, CM items register themselves in all applications that use
Carbon contextual menus, which is just about every Mac application
(even Cocoa apps) except for the ones that use Java or have
proprietary CM implementations (e.g. Firefox).
