Since Finder is (for shame, in the fourth major OS X release!) still Carbon (and it shows!), its plug-ins have completely nothing to do with Cocoa.

Actually, CM items register themselves in all applications that use Carbon contextual menus, which is just about every Mac application (even Cocoa apps) except for the ones that use Java or have proprietary CM implementations (e.g. Firefox).
