If I understand properly what you mean by a "contextual menu", then it is not an "OS plugin", but a Finder plug-in: there is a world of difference between an OS plug-in (examples of which might be e.g., Filter Services or Input Managers) and a specific application one.

Actually, that's not correct. The Contextual Menu Manager is used by all applications on the system, whether Carbon or Cocoa. Contextual menu plugins are not Finder-specific; they are used in both Carbon and Cocoa applications, and are accurately described as OS plugins.
