Sounds painful. :-(
Depending on how your pref pane is to be deployed, you *might* get a
shortcut by duplicating the System Preferences English.lproj, and
renaming it Russian.lproj. I haven't tried, but it should get you
what (I think) you want, i.e., english GUI with Russian wherever
available.
Beware potential catches though, like, say, possible problems with
Software Update (may either cease to work or upgrade the app leaving
outdated lproj there, which would be worse), etc.
