This may not be the issue, but I somehow missed the fact that you
must upgrade the target to a "native target" before everything will
compile "universally". I had all the settings you mentioned set, but
got no love until upgrading the target. Once I discovered this, all
worked as advertised.
In the project menu, you will find the "Upgrade Target to Native"
command to perform the step.
