Carbon vs Cocoa ...scrollwheel works differently?

In say an application like Mail.app I can put my mouse pointer over the scrollbar and the scrollwheel will work.

If I try the same thing with the scrollbar in iTunes it will not work. only when the mouse is entirely in the tree view outside the scrollbar does the scrollbar function.
