That's strange, because I can't recreate this.

If I put my cursor over the scrollbar in iTunes 6, iTunes 7, or Mail.app I can scroll using the wheel.

If I try the same thing with the scrollbar in iTunes it will not work. only when the mouse is entirely in the tree view outside the scrollbar does the scrollbar function.
