  See the "Technical Details" chart. I hadn't heard of that before I
saw this page yesterday either. However, having just followed the link
to the TIFF wiki page I see it says only this about vectors:

  "A TIFF file can also include a vector-based Clipping path (an
outline that crops or frames the main image)."

  So ... not the same thing. ;-)
