You might want to take a look at GNUStep UI designer, that has a
documented file format that can apparently be converted to Nib. Also,
there are number of toolkits such as Qt and WxWindows that can
generate native-looking applications on Mac.

built out of Cocoa objects with Java, but I can't find
documentation on exactly how to do this, and the one person I've
corresponded about it has told me it is rather cumbersome. The
impression I've gotten is that it is sort of a dirty way just to
get the job done, and is neither efficient nor condusive to
productivity.
Lastly, I found reference in a couple of places that NIB files are
just a type of PList, and that they can be edited with any PList
editor. I'm dubious of this, but if I could gather enough
information on this, it sounds like it could potentially be a
solution.
If anyone can offer instruction or information on the above
methods, or if anyone knows of alternatives that I don't that may
work for me, I would really appreciate it. I've been a developer
for more than twenty-years and this stumbling block has proven one
of the most frustrating situations I've ever run into.
