Yes, can use the QT API in your application to modify metadata tags
and export files. I work for a software company that does recording
and editing of sound/video files for podcasts that integrate with
iTunes. We rely on the QT API for pretty much everything.
Your options would be to write a plugin... or perhaps to be more
robust, tweak the file and export TO iPhoto, iTunes, etc. (which is
what we do).
Note: When modifying metadata in m4a files, you will need to work
with the mov on the Atom level.
