I too have had this exact problem many many times downloading seeds
from Apple. This is very bad when you have a limited download
capacity and you download 3 to 5 gigs of wasted time and bytes -
imagine how frustrating it is to blow 1/3 of your monthly download
allocation and 12 hours of nursing your machine only to have the
download stop a few megs short!.
I too have raised bugs with ADC and they did, once, email me a seed
which arrived a couple of days before an updated seed was released.
:-(
One response from Apple was to do the following:
- make sure you don't connect from a bookmark
- use Safari
- clear the history
- clear the cache
I then quit and restart Safari and start the download.
When doing this slowly and carefully, I have never had a problem.
However, I don't see why I should have to.

There is a nasty problem with Apple's hosting provider's download
server pool; at random times they return an empty packet in the
stream (I'm assuming), and the download completes prematurely.
This has been inconveniencing me for the past year's worth of seed
downloads. In one case I had 12 failed downloads in a row, and
DTS ended up mailing me a hard copy. <rdar://problems/5370201>
Closed?!! Well, it just happened again trying to download 9A581
today.
I had quite some problems with the 9a321download. And around your
radar filing time I had a really bad download that looked
completely correct but was just a few dozen MB too small..
