No.

Why don't you just download the requirements document? The requirements relate mainly to making sure your app "plays nice", and have little to say about what functionality it has to have or omit.

If you want to sell through the App Store, you have to sign up for the $99/year developer account, so even if you can't get the doc until you do that, you still have to do that...
