Keyboard shortcut for menu item with submenu?

Something that has irked me about Cocoa for years…

Is there any way to assign a keyboard shortcut to a menu item that has a submenu?  The idea is that you hit the keyboard shortcut to select the submenu, then use the arrow keys to navigate through the submenu.  The submenu may be populated dynamically.
