It's only half the story.

Photoshop supports 16-bit Lab, but only in .psd format. The service bureau is probably using the latest Heidelberg software that allows them to save 16-bit Lab scans in "TIFF" format. I put "TIFF" in quotes because there isn't yet a TIFF spec for 16-bit Lab. So right now, Photoshop can't read Heidelberg's 16-bit Lab files.

I know that Chris Cox is working with Heidelberg (and others) to nail down a 16-bit Lab TIFF spec. Once it exists, I'm sure Photoshop will support it.
