The chances of Quark "only referencing" TIFF RGB files and sending them along unscathed is pretty low.

Chances are the files were converted to mysteryCMYK in Quark. It gets a little complicated trying to explain all the combinations and permutations of Quark versions and RGB/CMYK thrashings but in certain 4.x versions the RGB gets converted to CMYK without any choice or explanation. In latter versions of Quark 4.x you can choose RGB for output but then all page elements get converted to RGB.

Check the files after Quark has touched them and see if they are still in RGB.
