Yes, in fact probable. You are probably suffering from a scum dot.
Try a 100,0,0 Lab patch in Photoshop converted through your
print/paper/output profile using rel col and see what you get. I
suspect you will see your cyan bugaboo.
Let me/us know what you find, I'm working on a routine to clean up scum dots...
