I have not seen a noticeable difference in print quality (screening). Big
differences are in how easy the RIP allows calibration. I found I could
either use the "ink assistant", a separate app for creating linearization
curves, or you could use the Ink Assistant for color channel ink limiting
and linearize with a profiling package. The Designer Edition does not
support a color measurement device so linearization was easily accomplished
with a profiling app instead. The NT version does support a couple of color
measurement devices.
You can set TAC in Designer Edition and load a linearization (ink channel
restriction). As the name suggests, the Designer Edition is more appropriate
for designers while the NT set-up is for real production.

Let him convert to his final CMYK production profile and edit
"by-the-numbers" from there.
If you have the same profile loaded under the reference profile in BestColor
as is embedded image then you will get a good simulation on the HP.

Not for HP printer. But others on the list may have some good ideas.
