They're most probably using a Fiery RIP or a Splash RIP (you didn't say if
it was Doc12, Doc20, Doc40, etc.). These devices, because they're
PostScript, have the ability, via the Color Rendering Dictionary, to convert
RGB to CMYK that is optimized for the device. The Fiery typically defaults
to a Presentation CRD (aka Saturation), but can be set to Photographic
(Perceptual) or Solid Color (Absolute Colorimetric). A similar setup exists
for the Splash RIP.
If they can't hold a dot less than 20%, then they either have (1) not
calibrated the RIP in some time (2) not calibrated the copier in some time
and/or (3) don't have a good service contract with Xerox (in the States,
anyway, this is normally not the case, because Xerox sales reps normally add
the service cost into the cost of the equipment). A Doc12 and Doc40 that I
have access to will, properly serviced and calibrated, hold a 2% dot.
If the printshop is using a Fiery RIP, the profiles are available on the
User Software CD ROM that comes with the equipment. They are in a folder
titled ICM (Windows) or ColorSync Profile Installer (Mac).
BTW, the Fiery devices (at least the ones sold in the last 3 years) do
manage Pantone Coated colors via the RIP, providing a custom LUT that offers
CMYK percentages optimized for the copier model. The breakdowns used are NOT
the same as the Solid to Process guide (or the percentages used by the
application).
