I'm confused.

Linocolor 6.X uses type scnr scanner, type prtr printer, type mntr monitor and type spac color space ICC profiles, and it edits type scnr, prtr and mntr profiles, too. But it does not support spectrophotometers and it does not build ICC profiles froms scratch.

Viewopen and Printopen support spectrophotometers and colorimeters, and Viewopen, Scanopen and Printopen build ICC type mntr, scnr and prtr profiles.
