Yes but realize that the only options you'll have are the supplied RGB
Working Spaces from Photoshop and it is quite possible that none are even
close to describing the meaning of the RGB off the scanner. You can try
opening the untagged files and with the Color Settings dialog open, toggle
to different profiles and (on a calibrated display) pick the one that looks
best. It's a kludge but it might work. You can also open the RGB Working
Space that looks best and "edit" the values presented when you click on
"Custom" (white point, gamma and chromaticity values) to some degree and try
and improve the preview. Save out that edited Working Space as an ICC
profile and then embed that with the untagged files. Again, still a kludge
but a start.
The best thing would be to have you lab scan an IT8 target and build a
custom ICC profile. This of course all depends on what scanner they are
using, if it can be "locked down" or if the software is ICC savvy and so
forth.

Hold on. Are they providing you RGB or CMYK scans? If CMYK, you're in a
whole lot more hurt than RGB (my advice above will not fly as far as
editing). You could try a bunch of CMYK output profiles and again, pick the
one that has the best preview. Yes, the actual black generation and so forth
is a mystery. You'll have to live and have faith in the methods in which the
black generation from this scanner was produced. Embedded the profile only
provides you with a preview you assume is correct (and it might not be).

No. Untagged RGB or CMYK files take on the preview based upon whatever
profile you have loaded in your color preferences. Might be correct. Likely
it isn't.
