Do you really want to tell me that:
if I embedd SWOP into the image,
then set Quarks default profile to Generic CMYK,
then place the image into Quark,
Quark will behave in an other way than you described?
It does!
There is no color shift if I change from embedded to SWOP.
There is a color shift if I change to Generic CMYK.
So it works perfect to me.
BTW. I did it again exactly as you described.
Worked perfect to me too.
