Terry's right - no bug. However...
MeasureTool's Monitor Brightness control is finnicky. You have to
turn your monitor brightness down to zero (zero point) before hitting
start, then add light slowly till you hit the target. If you have to
back up then it's usually better to start again till you hit the
level (one way) you want. Then Go to color temp from there, measure
your temp and Cd/m. If your lums are not where you want them go back
to brightness and finish a bit over. If you have to go too far over
(more than 10 percent say) then you can add color in the color temp
to raise your lums as well. It's a two way street, but once you get
used to it it begins to have a methodical make-sense kind of
practicality.
