Michael,
Theoretically, dot gain will increase or decrease based upon the "screen"
size of the dot before it hits the press and expressions of 20% dot gain, for
example, apply at the midpoint, or 50% screen.
Dot gain or loss will vary with the original size of the dot (and with the
color of the ink). Typically expressed dot gain of (10%, 20% , etc.) is
applicable at a 50% screen. I cannot imagine a 30% dot gain of a 3% dot -
unless you were printing on, say, a bounty paper towel - then you could
probably not hold a 3% dot.
However, if the printed density of a 50% C,M,Y or K patch were measured and
found to be 80%, then that would equate to a 30% dot gain for that color.
But then, 30% is probably in the newsprint range.
