They are using the Harlequin 5.3
and find that when they convert RGB to CMYK the K channel is empty.

I'd find out what the destination profile being used it, then I'd
convert an image in Photoshop using that profile to see if it's a
problem with the profile. It sounds like a CMY profile is being used,
or a CMYK profile with a 0% ink limit is being used. I've used
Harlequin's ICC module a number of times and have gotten substantially
the same conversions (sans Black Point Compensation) as with Photoshop.
I think they are using the Heidelberg CMM.
