limiting ink in the RIP or the profile?

I'm afraid I need some clarification on whether it is necessary (or even
wise) to limit ink in the creation of the ICC profile (CMYK output) if you
have control over it in the RIP. What effect does the TAC have in the
destination end of a CMYK-to-CMYK conversion? I think if I understood that
I would have a much better grasp on how these settings are determined.
