It depends a bit on what you're looking for. DiceNet from Digital Ideas (which
ultimately evolved into the current Colorbus Cyclone Windows NT based product)
had raster only processing of TIFF and other files available in the early 90's.
The DiceNet V5.1 (Now up to Cyclone V8) has had its "downloader" available since
it was released in 1997, and this provides a pretty simple to operate interface
for printing rasters, with the user not needed to know in any way that the raster
is being wrapped in PostScript, and sent to the RIP. Is it a "stripped down,
low cost, simple to operate RIP aimed at just photographers ?", no, it's
not, since it currently tries to be almost all things to all users.
