Soft proofing?

Is PhotoShop CS still the best application for Soft Proofing?
When I go into "View" Proof Setup, Custom and select my profile, Intent,
which I use is perceptual most of the time for Fine Art Repro, Simulate
Paper white checked,
yuk.. It looks bad on the screen. Can't make any real decisions based on
this display.
Any suggestions?
