Roger,
This may help you remove the 1&2% dots from your image. Duplicate the
black channel (assuming that's the one you wish to adjust), access the
threshold command (Image>Adjustments>Threshold) set your threshold
point at ~252 for 1% or 249 for 2%. This will force to black any image
data with a density of greater than 1-2%. You now have an alpha channel
of your 1 or 2% dots. You may wish to run a little gaussian blur on the
channel to soften any abrupt transitions.
I hope this achieves the effect you desired.
