This is because the EXIF "ColorSpace" tag (which just indicates if
it's sRGB or not: not a very flexible arrangement) is saying it's
sRGB, even though there's no embedded profile. Photoshop is using
that as a hint and filling in the profile.
In CS (don't know about other versions) you can disable this through
Preferences->File Handling->File Compatibility->"Ignore EXIF profile tag"
