No, and yes.
Neil described the output control well. Some printing systems are controlled by RGB values, some by CMYK, etc.
Control method aside, print color is produced by subtractive colorants. So most printing systems are ultimately CMY or CMYK or others.
So you buy a profiling solution based on the control method you have for your printer. Most desktop inkjets are RGB controlled. Most RIP-based systems are CMYK controlled and most digital photographic systems (Fujix, Lilghtjet, etc) are RGB controlled.
