Andrew,
Preview uses Quartz, and therefore:
1) Benefits from embedded profiles.
2) Uses the Generic profiles for untagged data.
For now, I'll rely on this list, and consultants like you, to set the
record straight. Going forward, don't fret about the preferences. We'll
be addressing them in Tiger.
As for untagged data, remember that a source is assumed, so a match
occurs, therefor the numbers should be in the display space.
We don't do software updates to address UI changes. Stay tuned for the
next release.

The ColorSync preferences for Default Profiles are there only for
applications to use as a starting point when managing untagged images.
The intention was to provide as single set of preferences that all
applications could use, rather than forcing the enduser to set
preferences in each individual application. Unfortunately, precious
few
applications look to these preferences.
Like Preview?
Keep in mind that this concept was a hold-over from long before Mac OS
X. Frankly, the only reason we kept them around is because some
applications (e.g., Photoshop 7 and CS) actually allow the user to
choose the Default Profiles.
Perhaps my (and other's) confusion is the text in this area that states
these profiles are selected for untagged files. If you remove this and
simply tell folks it's a central depository for *some* applications, it
might be clearer. What Photoshop is doing makes sense in accessing
these
profiles. You might also want to point out in some documentation that
"your
mileage may vary" due to this non standard behavior of applications.
The Default Profiles were never (never, never ever, really... never)
designed to be used by the operating system, and have absolutely no
effect on the applications we ship with the OS, nor on any of the
frameworks, including Image Capture or printing.
Then you REALLY need to change the text in the utility because it
doesn't
say that. It says untagged doc's which one can open in the applications
above.
As for individual applications not displaying what you'd expect, this
is likely due to one or both of these two things:
1) A bug in the app.
2) A poor choice of API.
Tell the kids working on Preview. Safari is also "broken" at least
when you
open an untagged document (not sure about embedded in HTML). Both
applications act the same in apparently showing you the numbers in an
untagged document with the display profile.
With respect to Preview, if you're not seeing the embedded profile
used
for display or printing (including Save as PDF), then you should
upgrade to Mac OS X v10.3.4.
For tagged images, it's working fine.
I think the easiest least expensive fix for the time being is to
simply not
tell the user that the preferences in the ColorSync utility are doing
something they are not doing (especially in Apple produced
applications)!
That's real small engineering to fix the text.
