I can only speak for ECI (European Color Initiative, see www.eci.org),
but I do know that Ifra and FOGRA would make statements along the same lines:
ECI exclusively promotes ISO standards. All the work ECI, Ifra and FOGRA
do is based on ISO standards and is supposed to help implement procedures
that comply with ISO standards. BTW - the "I" in ISO stands for
international. ECI, Ifra, FOGRA as well as Ugra (the Swiss sibling of
FOGRA) and bvdm (German Printing industry association) actually
continuously coordinate their efforts in this area of the industry to
make sure we are all pushing forward the same cart, and we are all
actively involved in ISO TC 130 (TC 130 being the technical committee for
the graphic arts industry).
