Post Offices are not actually supposed to have private for-profit business materials on display (even ones that use USPS mailers). These companies are indeed reusing the carts, to their own profit; which is better than buying new empty carts for their third party ink products, environmentally speaking, but this does not meet the rules of the Postal Service... more typically such displays occur in retail outlets, where costs are further reduced by sending them out in bulk, rather than individually. I suspect the retailers get some sort of kickback for this service.
