Could you provide definitions of "spectral matching failure" and

I don't think that "metamerism failure" is anything other than an obscure
way of saying "tristimulus matching failure". If two spectrum that are
designed to be metamers are not in fact metamers, then that's just a failure
of correct tristimulus color matching.
A "spectral matching failure" would be when two reflectance spectrum that are
intended or hoped to match, don't match to the desired degree. This
would show up in their appearance not matching under different illuminants.
Another way of talking about this might be to talk about reflective
tristimulus matching robustness. Of course the factor that determines
the robustness is the degree of spectral reflectance matching.
I have always believed that "metamerism failure" _was_ "spectral
matching failure." (Defined in each instance for a given
observer/recorder, of course.)
Definitely not. The whole point of a metameric match is that the
spectrum are different.
I don't see how the two phrases can be differentiated from one another,
since both "explain" illuminate-dependant miss-matches of the reflective
stimulus their observer/recorder "records."
I hope the above clarifies.
Graeme Gill.
