6500K is a measure of the color of white, not the brightness of the
monitor. You can choose to run your Cinema at a lower luminance level,
but that will not improve your ability to detect near whites, unless
the monitor is currently being overdriven, and burning out near
whites.
Also...make sure that the Universal Access preference pane isn't
interfering with the monitor. There is a keyboard shortcut for turning
on contrast enhancement (command-option-control-period) so it can
inadvertently get switched on without the user even knowing. This will
blow out highlights if invoked.
The 23" ACD is a fine monitor and well-suited for critical color work.
They aren't "too bright" and their luminance can be set to the user's
preference. Out of the box they are set pretty high, but this is easily
remedied with the Displays preference pane. Also, most decent monitor
calibrating packages allow the user to specify a target luminance.
Good luck,
