Then, in my view, there is something corrupted with Photoshop's preferences
or Photoshop is unable to access the profile from the system, somehow, or
... could be a slew of other things.
PCs are tough to follow and debug when something like that goes wrong -- ,ac
OSX too, for that matter. Especially with monitor profiles (I can vouch for
that). So, what's the fix? I'd start by the easiest which is trash your
Photoshop Preferences. Then, if that does not solve the problem, uninstall
and reinstall Photoshop. Simple. If that does not solve the problem, then
reinstall Windows? Unless you call Adobe Tech Support and they can suggest
other less drastic manouvers. (Is that spelled OK "manouvers"?)
