Do you know which app was used to create the profile? What are you trying to do, convert camera or scanned RGBs to CMYK, or CMYK to another CMYK space? It seems that one of the rendering intents, most likely Perceptual, has been edited in your "odd" CMYK profile. Perhaps it was edited to increase saturation, or to be "less blue". Editing apps, such as Fuji ColourKit Profile Editor work with one rendering intent at a time, so if you are only using Perceptual, you only do the edit in Perc.
