I am not confused, actually, since I know quite well how to disable color
controls in the driver and use Photoshop or Illustrator to produce
color-managed prints.
I am just somewhat annoyed by the seeming nebulousness of this "Printer
Color Management" function, which rears its "wha?" head in Photoshop but
remains utterly undocumented, and probably quite unnecessary in my work, I
would add. Unless I am missing something, that is.

Not sure if this clarifies or obscures more, but it seems that in both
Illustrator and Photoshop, a postcript file produced with the printer
managed color choice produces a CMYK file, while the "Let Photoshop
manage color" option produces an RGB file. Assuming you start with an
RGB document. This is the information provided by our Wasatch RIP, anyways.
