I'd say the device is changing its behavior. Profiles can't do that. They
don't "break" (they either do something or they don't do anything). The
device behavior the profile recorded isn't valid any longer. I've found that
with Epson inks and papers, the process is pretty consistent so maybe these
guys are using 3rd party inks or papers which are not stable or consistent
from batch to batch?
One reason I keep all my measured data files is for situations like this. In
something like MeasureTool you could compare the detalE of the two targets
you measured (they need to be the same patch count).
