Luminance setting in profiling Dell LCD monitor

After much searching of this list's archives, and other Web resources,
I'm not getting an exact answer to the following question: Is it ok to
profile an lcd monitor with a luminance of 178, when the standard is
140? Using Eye-One Photo with Match 3.6, I achieve 178 only by reducing
the monitor's OSD brightness to 0; otherwise, the monitor's luminance
reading comes in at over 280. Since the monitor is connected to my G5
thru DVI, there is no contrast control.
I'm aware that uniformly reducing RGB settings by a certain percent may
reduce the luminance, but I'm also aware this could introduce other
issues.
Here's what I did: I decided that, in Eye-One, if my Dell could not
meet the luminance standard of 140, then I would tell Eye-One to set
the standard to what my monitor could do: 178, on the idea that Eye-One
will build a profile that accurately describes my monitor, with all its
"flaws." At least I have a profile.
I've read in this list's archives that lcd standards have been heavily
influenced by crt standards, since at the time lcd standards were made,
crt's were the norm. That's not true, now. (I think.)
Any comments/advice? I'm an amateur, not one involved in building
profiles for myself or others for a living, but I do want to do things
right. I know I'm talking about black point. I've set white point at
6500K & gamma at 2.2. Those meet the standard, according to Eye-One.
