Why ? - if you've chosen to store an image in a lossy format (JPEG), you've
already decided to accept loss of information as a tradeoff for smaller
file sizes, faster transmission etc., so it's all about quantifying what
the tradeoff is.
When dealing with this particular choice, it's sometimes useful to
know that you can decompress the image, do non-global things to it
(like crop it, rotate it, overlay it with another non-compressed image),
and that on compression with the same settings, that you don't compound
a similar level of loss in compressing it again, as you did the first time.

Horses for courses. The discussion was about what to expect, and how best to deal with
JPEG images once you've made the decision to use a lossy format. I'm sure there's a
whole other discussion, that's been had many times before, about what file format
to use for different situations.
