I don't know where you've seen "quality" flags in the flags field.
There are only two ICC defined flags in this field:
Embedded profile
Profile cannot be used independently from the embedded colour data
There is room in this field for 16 vendor defined flags,
so perhaps you were looking at a particular vendor feature.
In any case there is a danger you are confusing cause and
effect. Generally the flags will reflect the state of the
profile, so changing them will probably have absolutely
no effect on how the profile is used, you will merely
be mislabelling the profile.
