I don't understand the rejection of the title "European" in favor of
"International". Europe is comprised of many nationstates - isn't it
- ergo the word "Europe" is international by necessity. It's just not
global.
Why is FOGRA39 not FOGRA27 redux or version 2. Isn't 39 supposed to
replace 27?

yes ECI is European but it's creating profiles based on
characterization data based on international standards (ISO 12647-2).
IFRA (Darmstadt Germany) is European from origin but
it's nowadays an international organization.
ISO is global so the characterization data is global and the profiles
(although made by a European organization) are, I think, global.
The international newspaper industry does not treat the IFRA
newsprint profiles as European. On the contrary, the 26% TVI
version is the international one and the 30% TVI version the
US preferred version.
But there efforts to standardize are global.
Perhaps a little bit less global due the fact that the US insisted
on their own version of 30% TVI on newsprint.
Regarding the fogra39L, I think these numbers are perfect.
They are stored in a registration system where the numbers are
a perfect way to indicate them.
fogra27 did replace fogra11 and that replaced fogra1.
It was based on ISO 12647-1:1996 and introduced in
the Linotype LinoColor software.
Perhaps some members still remember the funny profile
namings.
The Fogra 1 characterization data was used to create the
OFCOM_PO_P1_F60_95 profile.
Offset_Commercial print_Parertype1_Frequency60_95%K
if I remember it correctly.
The users of LinoColor separated to the old ISO 12647-2
printing conditions without knowing that they were amongst
the first users of (some kind of) printing standards in
their workflows.
If Fogra would have used versions of a characterization
data set, we now would have Fogra1V4 I think.
I prefer to use the fogra39 naming.

P.S.: I used to promote CIE-Lab in the early nineties
with LCh color correction in LinoColor.
In my opinion, the best image correction software for
delicate color corrections. At that time, however,
we were not able to convince retouchers and photographers
that Lab and Lch could solve a lot of color problems.
I wonder why Adobe still not has introduced LCh in Photoshop!
