I have looked at the data set and for the first time understood it. It shows lab readings at 10% steps for all colours as well as overprints and grey balance. Why are we not using these lab readings as targets to set our presses up rather than TVI

'cause you print in CMYK rather than Lab ;-)

Jokes aside: TVI is a parameter you can affect (e.g. by adjusting your CtP curves) -- L*, a* and b* not (at least not directly).

I understand the characterization data as a kind of "fingerprint" or colorimetric description of a ideal machine respectively workflow. It characterizes how a print looks if all of its parameters (ink, TVI, .....) match the target values.

The lab readings tell you how your print looks, but not (immediately) how to do improve it.

Of course you can deduce a lot of useful informations from the Lab readings of your machine in relation to the characterization data, but you have to pull it together with the parameters you can influence.
